The Globe and Mail reports in its Tuesday edition that several sources say Ottawa plans to propose a ban on social media for children under 16 in a digital safety bill to be introduced Wednesday. The Globe's Marie Woolf writes that a new digital regulator will set safety standards. The long-awaited bill is also expected to require companies to mitigate harmful content on-line. This would include creating mechanisms to address harms caused by artificial-intelligence chatbots. As with other bills, regulations that would be established after the legislation's passage are expected to be a key mechanism in putting the changes into effect. The bill is expected to revive previous measures to quickly remove child sexual-abuse material and reduce exposure to content that encourages self-harm among children. The bill sets standards for social-media platforms to protect children. Companies that meet these standards can apply to allow users under 16 back on their platforms after making necessary improvements. The bill is expected to mandate transparency from AI companies regarding their thresholds for contacting police when a user indicates an intention to harm themselves or others. The bill will be called the Digital Safety Act.
