The Globe and Mail pans the government's decision to throw the Online Streaming Act aside last week in its Saturday edition. The Globe's J. Kelly Nestruck writes that in January, the Canadian Media Producers urged Prime Minister Mark Carney not to use the Online Streaming Act -- which aims to integrate foreign-owned streamers into Canada's entertainment system -- as a bargaining chip in U.S.-Canadian trade negotiations. The Online Streaming Act seems abandoned as Culture Minister Marc Miller and the PM have shifted away from the rhetoric of "ensuring on-line streamers pay their fair share," which has been an old saw since 2020. Instead, they now describe regulated contributions to local production as a trickle-down tax on consumers. A Canadian Heritage release says, "At a time when Canadians face cost-of-living pressure, now is not the time to make culture and entertainment more expensive." To address concerns that Canadian streaming subscribers might face higher fees, Ottawa has opted to invest $600-million a year to support the struggling national audiovisual industry. Which really means that even Canadians who patriotically only watch CBC Gem will foot a bill that Netflix has once again evaded.
