Globe says CPKC accused of violating anti-scab laws

2026-06-17 05:21 ET - In the News

The Globe and Mail reports in its Wednesday, June 17, edition that the union representing 300 striking railway signal workers at Canadian Pacific Kansas City claims the company is violating federal anti-scab laws by using contract workers to maintain operations. The Globe's Vanmala Subramaniam writes that in a complaint to the Canadian Industrial Relations Board, the International Brotherhood of Electrical Workers' rail division said that a union officer saw a contractor performing signal work at a Sudbury crossing on June 1. CPKC railway signal and communications workers represented by IBEW have been on strike since May 31. The union's complaint includes photos showing contract workers conducting what IBEW claims is a monthly crossing test at Sudbury, typically done by unionized employees. The CIRB held a hearing on Monday with the union and CPKC about the allegations, but no decision was made. Hearings continue on June 22. CPKC spokesman Patrick Waldron said the company has complied with "all applicable laws" during the strike, "including the new replacement worker provisions." At the heart of the dispute is wages and the high turnover rate of signal workers. CPKC says it is ready "resume negotiations."
