The National Post reports in its Tuesday edition that a federal program aimed at cutting carbon emissions and boosting clean electricity investment is facing delays, with only a small number of applications processed, according to government data. The Post's Gabriel Friedman writes that the Clean Technology Investment Tax Credit will likely cost tens of billions over the next decade, incentivizing developers of solar, wind and low-emission projects with cash refunds of 20 to 30 per cent of their costs. However, a growing backlog of unprocessed claims threatens to undermine the very investment environment the policy aims to enhance. In the first 20 months since the tax credits were introduced, the Canada Revenue Agency processed only 31 per cent (396 of 1,261) of the claims, totalling $1.2-billion. Capstone Infrastructure chief financial officer Andrew Kennedy expressed concern that it has taken more than a year for the CRA to process a claim on what he described as a relatively small project for his company -- the 60-megawatt Buffalo Atlee wind turbine farm in Jenner, Alta. "That claim was just us getting up to speed and making sure we really understood how they were going to audit and review it," said Mr. Kennedy.
