The Globe and Mail reports in its Monday edition that President Donald Trump prioritized quick action over lengthy tariff investigations upon returning to office last year. A Reuters dispatch to The Globe reports that this led to a chaotic start to his trade agenda, ultimately disrupted by a Supreme Court defeat this year. Now, he is focusing on establishing a more stable U.S. tariff wall using traditional trade laws that he previously ignored. His recent tariff actions -- 10-per-cent or 12.5-per-cent duties on 60 countries for weak forced labour enforcement -- signal the start of various upcoming tariffs. These will address excess industrial capacity, alleged IP theft by Vietnam, and national security for strategic industries like semiconductors and robotics. "We're at the end of the beginning of the Trump tariff agenda," says Cenovus Energy lawyer Dan Ujczo. He adds, "Within the next few weeks, and certainly by the end of the summer, we will see large parts of President Trump's trade policy fully in effect." This could clarify Mr. Trump's tariff structure for businesses, while causing concern among foreign trade ministries that they might need to offer more concessions to access the $3.4-trillion U.S. import market.
