The Globe and Mail reports in its Thursday, Feb. 19, edition that Kevin Hassett, a top economic adviser to President Donald Trump, criticized a New York Federal Reserve research paper claiming tariffs mostly cost Americans, saying those involved should be punished for poor scholarship. A Reuters dispatch to The Globe reports that Mr. Hassett said in a CNBC interview, "The paper is an embarrassment." "It's, I think, the worst paper I've ever seen in the history of the Federal Reserve System" and "the people associated with this paper should presumably be disciplined" for writing it, he said. The paper argued that Mr. Trump's import tax increases are paid by U.S. citizens, not foreigners, contrary to the administration's claims. Other research supports these findings. Mr. Hassett said the New York Fed researchers have "put out a conclusion which has created a lot of news that's highly partisan based on analysis that wouldn't be accepted in a first-semester econ class." The New York Fed declined to comment on Mr. Hassett's statements. The Fed research was published on Friday and argued that 90 per cent of the taxes President Trump imposed on imports were in fact borne by those in the U.S. last year.
