The Globe and Mail reports in its Tuesday, Aug. 25, edition that Prime Minister Mark Carney says the United States must change its attitude toward trade talks before Canada will return to the negotiating table. The Globe's quadruple-bylined item led by Adrian Morrow reports that the PM ended talks before the deadline on Friday, leading to President Trump imposing 50-per-cent tariffs on $28-billion in Canadian goods. In response, Mr. Carney plans matching levies on Sept. 8, saying it's now up to the U.S. to restart talks. There is currently no plan to ask Mr. Trump for more talks. On Monday, Mr. Trump threatened even more tariffs in a few months' time and engaged in a war of words with Ontario Premier Doug Ford. What U.S. negotiators presented Canada with on Friday was different than what had been agreed to the previous Tuesday. The two sides had agreed on "most favoured nation" clauses to ensure Canada received the same tariff relief as any other country if the U.S. granted it. However, Washington removed that language from the final proposal. As well, American negotiators toughened their demands to control Canadian trade policy, which Canada viewed as an infringement on its sovereignty.
