Globe says BCE, rivals cut spending on digital backbone

The Globe and Mail reports in its Tuesday edition that for years, the top three telecom companies warned they might reduce spending on domestic networks due to federal policies prioritizing competition over profits. The Globe's Andrew Willis writes that this year BCE, Rogers Communications and Telus proved they were serious. Telecom chief executive officers are cutting spending on Canada's digital backbone and wireless services. Established operators are resisting Canadian Radio-television and Telecommunications Commission decisions that allow newcomers access to their cellphone and Internet networks at below-market prices. Companies that benefitted from these policies include Quebecor. In the regulated telecom sector, where executives seldom take shots at politicians, CEOs are firing live ammo. In late April, Rogers CEO Tony Staffieri took direct aim at the CRTC. He explained telecom companies spend billions of dollars on technology in expectation of payoffs that stretch over decades. He said: "We need government policies that reward investment and maintain certainty, especially in a slow-growth environment. The government has introduced policies that do the opposite, and this means we need to adjust our spending."
