The Financial Post reports in its Thursday edition that the federal Liberals' decision to scrap the consumer carbon tax, with an emphasis in their party's platform on making "big emitters pay," has some private-sector firms worried that a new Liberal government could mean further hikes on pollution costs for large emitters. The Post's Meghan Potkins writes that the Liberals have not provided details on how they plan to improve their output-based pricing system on large emitters, apart from suggesting they could work with provincial governments to "ensure carbon markets continue to function well." Some suggest that means stricter rules for compliance, including lower thresholds for emitters, shrinking credit allocations or higher carbon prices. Another Liberal proposal, however, is attracting criticism in the dying days of the campaign. Mark Carney's proposed "carbon border adjustment mechanism" could generate revenue of $100-million in 2027-28 from levies on imports from countries with non-existent or weaker carbon regimes, rising to $400-million the following year. Critics question whether those estimates underestimate the potential costs of goods from Canada's main trading partners: the U.S., China and Mexico.
