The Globe and Mail reports in its Friday edition that Rogers, Telus and Bell Canada are not backing down from warnings by the CRTC that their new cellphone-related charges are potentially prohibited under a recent policy that bans certain activation, modification and cancellation fees. The Globe's Irene Galea writes that in letters to the federal telecom regulator filed Wednesday, representatives from the Big Three said they would continue to impose the fees. Bell and Rogers have introduced $40 device handling charges and Telus has launched a $15 SIM card charge. The CRTC had asked all three companies to provide further rationale for these costs, with Bell and Telus's responses due Wednesday and Rogers's due Thursday. The new policy, which came into effect last Friday following changes to the Telecommunications Act, bans fees that would discourage customers from switching between providers, with the goal of encouraging competition. All three companies are arguing their new charges fall under an exemption to the policy which allows carriers to place fees on optional services that customers agree to purchase, such as equipment add-ons not required to deliver the service. The CRTC has already rejected those excuses.
