The Globe and Mail reports in its Thursday, Aug. 6, edition that Intergovernmental Affairs Minister Dominic LeBlanc and chief negotiator Janice Charette are in Washington for a second time in two weeks to advance talks amid rising tensions. The Globe's triple bylined item led by Adrian Morrow reports that Mr. LeBlanc met with Jay Timmons, chief executive officer of the National Association of Manufacturers, on Tuesday, and Republican senators Kevin Cramer and Bill Hagerty on Wednesday. Prime Minister Mark Carney said he had also personally had conversations with the Americans. Last month, Mr. Trump announced a 50-per-cent tariff on $20-billion (U.S.) worth of Canadian exports, including alcohol, dairy and electronics, using Section 338 of the Smoot-Hawley Tariff Act of 1930. These tariffs, effective Aug. 19, have reinvigorated stalled trade negotiations. Canada is considering a proposal to accept quotas on steel and aluminum exports to the U.S. in exchange for a reduction in Mr. Trump's 50-per-cent tariffs, imposed under Section 232 of the Trade Expansion Act. Discussions on autos have been less detailed. But Mr. Carney said the goal is still to get a deal that covers all these tariffs.
