The Globe and Mail reports in its Wednesday, May 13, edition that Keyera announced on Tuesday the completion of its $5.15-billion acquisition of Plains All American's Canadian natural gas liquids business, despite a challenge from the federal Competition Bureau. The Globe's Emma Graney writes that Keyera's acquisition will enhance its liquids infrastructure by forming a natural gas liquids corridor across Western to Central Canada, incorporating Plains' extraction, storage, pipelines and transport terminals in Alberta, Saskatchewan, Manitoba and Ontario. The bureau claims the deal would notably reduce competition at Canada's key natural gas liquids hub in Fort Saskatchewan, Alta., harming domestic energy producers and raising supply-chain costs. Last week it filed an application with the Competition Tribunal to challenge the acquisition. If the tribunal ends up siding with the bureau, Keyera could be forced to unwind the transaction or divest certain parts of the business. The Competition Bureau noted that the Competition Tribunal has the power to order remedies even after a merger has closed to preserve the level of competition that existed prior to a deal. Keyera says it has a high degree of conviction in its case.
