The Globe and Mail reports in its Thursday, April 23, edition that Federal Emergency Management Minister Eleanor Olszewski said Tuesday that she cannot guarantee a national flood insurance program will be implemented any time soon. A Canadian Press dispatch to The Globe reports that while addressing reporters on Parliament Hill during ongoing flood warnings, she mentioned that the government is still exploring the program. She said the talks are complicated, "Especially to determine the most viable structure for such an insurance program." The program was first promised by the Liberals during the 2019 federal election campaign as an affordability measure to help households in flood-prone areas. The government did not start working on the program until 2023 and a year later committed to implementing it by the end of 2025. Ms. Olszewski did not identify the complications involved in launching a flood insurance program Tuesday, she said the government is engaged in discussions with the Insurance Bureau of Canada. IBC's Liam McGuinty says the government is best suited to explain the challenges. He says the coverage gap has narrowed in the years since the government promised the program.
