The Globe and Mail reports in its Thursday edition that Ottawa has directed the Canadian Radio-television and Telecommunications Commission to reassess a recent policy that increased the contribution foreign streamers must make to Canadian content. Irene Galea and Marie Woolf write that the CRTC raised the requirement from 5 per cent to 15 per cent of revenues for Canadian and indigenous programming. Foreign streamers, already contesting the original requirement in court, argued this new framework violates the United States-Mexico-Canada Agreement. The CRTC's framework is part of the Online Streaming Act, modernizing rules for domestic broadcasters to fund cultural content and now includes foreign streaming services like Netflix and Disney+. Ottawa's goal was to ensure Canadian films, music and TV are promoted by streaming platforms, which would also have to support Canadian cultural industries financially. But the act has increasingly become a source of complaint for the U.S. government amid trade talks because it imposes costs on American companies. Minister for Canadian Identity and Culture Marc Miller's intervention on Wednesday is viewed as an effort to assuage U.S. concerns regarding the Online Streaming Act.
