The Globe and Mail reports in its Friday, Oct. 16, edition that Ukraine attacked a Russian oil refinery southeast of Moscow, one that contributes nearly 5 per cent of the country's refining capacity. A Reuters dispatch to The Globe reports that President Volodymyr Zelensky said he had given up on a ceasefire on energy sites. He was critical of President Donald Trump's willingness to make deals with Moscow. Russian President Vladimir Putin played down the effect of Ukrainian long-range attacks on Russian refineries, saying they had caused "nothing particularly significant." After Mr. Trump's surprise announcement on Sunday that Russia and Ukraine had agreed to halt attacks on energy sites, Kyiv suspended attacks on Russian refineries. But Russia failed to stop firing missiles and drones on energy targets such as power stations, knocking out power to hundreds of thousands of people. On Thursday, Mr. Zelensky said Ukraine's patience had run out. He said: "The block [on attacking refineries] is out. We're done." Mr. Zelensky also criticized what he saw as Mr. Trump's willingness to strike deals with Russia, apparent admiration for Mr. Putin and an affinity for those wielding power or considerable wealth.
