The Financial Post reports in its Tuesday, June 23, edition that in a letter to Finance Minister Francois-Philippe Champagne, outgoing Cannabis Council of Canada president Paul McCarthy said the country's licenced cannabis producers have lost confidence in the government's commitment to effective tax and regulatory policies. The Post's Jon Ivison writes that cannabis in Canada has evolved from its cottage industry roots since the 2018 liberalization. Statistics Canada reports a growing manufacturing sector with sales projected at $5.5-billion in 2024-25, a 6-per-cent increase. However, most profits are going to federal and provincial governments, which collected $2.5-billion in taxes, while the black market still controls nearly one-third of sales. Canopy Growth offers a typical financial snapshot. It reported an 18-per-cent increase in sales to $346.8-million in its fiscal year ending March, 2026, paid $62.2-million in excise taxes, and incurred a net loss of $262.9-million. Canopy has clearly had its own issues: it recorded a $67-million restructuring charge in its last fiscal year. But the legal cannabis industry was created by Ottawa, and its destiny remains conditioned by the federal government.
