The S&P/TSX Cannabis Index lost 2.11 to 42.75, while the CSE Composite Index added 7.54 to 292.38. South of the border, U.S. Senate Majority Leader Chuck Schumer has finally, officially filed his Cannabis Administration and Opportunity Act (CAOA). This wide-ranging legalization and social reform bill, said Mr. Schumer in a statement this morning, "will be a catalyst for change by removing cannabis from the federal list of controlled substances ... [and] providing millions with a new lease on life."
The formal version of the CAOA comes a little over a year after Mr. Schumer and the bill's co-sponsors, senators Ron Wyden and Cory Booker, released a draft version last summer. They claimed to receive more than 1,800 comments on the draft. Incorporating these comments, the formal bill clocks in at 296 pages -- up from the draft's 163 pages -- although there are few significant changes, with the main points being similar yet more fleshed out.
