West Texas Intermediate crude for May delivery edged up one cent to $91.29 on the New York Merc, while Brent for June added 13 cents to $94.92 (all figures in this para U.S.). Western Canadian Select traded at a discount of $20.90 to WTI, down from a discount of $16.30. Natural gas for May added a penny to $2.61. The TSX energy index lost 2.03 points to close at 396.39.

The government of Alberta is introducing legislation to fast-track approval of "priority projects critical to the province's economic future." Bill 30, or the Expedited 120-Day Approvals Act, is exactly as it sounds, an act to establish a 120-day project approval timeline. The catch is that only certain projects will be eligible. To qualify, according to the government, projects must have "strategic economic importance," must "align with provincial priorities" and must involve a minimum capital investment of $250-million -- oh, and proponents are well advised to have "substantially completed the environmental impact assessment process and indigenous consultation." Alberta's own duty to consult for any projects that affect treaty rights is "not part of the 120-day process."
