OSC bans WeedMD ex Carr, again

The Ontario Securities Commission has once again banned Taylor Carr, a former employee of WeedMD Inc. who was banned in 2023 for insider trading. The OSC claims that Mr. Carr failed to abide by his ban, becoming a director of two companies in late 2023. He remained in those roles for about two years, until the OSC started asking questions.

The renewed ban for Mr. Carr is contained in a settlement agreement and related order that the OSC released on Thursday, Feb. 26. As with the original ban, the order bars Mr. Carr from serving as an officer or director for three years. (The original ban also included prohibitions on trading and promoting stocks, but those are not included in the present order.)

In seeking the ban, the OSC said that Mr. Carr took on roles as a director of two private entities, with one of the roles beginning on Sept. 5, 2023, and the other on Oct. 5, 2023. At the time, he was less than a year into the prior ban he had received for insider trading, which was to last for three years. He remained in those roles until asked for evidence that he was complying with his ban, the OSC says.

Ontario’s securities regulator is seeking $8.5 million in fines and the repayment of US$51 million in ill-gotten funds after a former Grand Bend business owner and several of his companies were found guilty of Securities Act charges. Counsel for the Ontario Securities Commission (OSC) on Monday outlined the sweeping penalties it is seeking against Troy Hogg, a former owner of Gables and the Colonial Hotel, and several of his corporations, all of which were implicated in or profited from a fraudulent multimillion-dollar cryptocurrency scheme.
