The Globe and Mail reports in its Tuesday edition that leaders of the largest oil companies have negotiated aggressively with the federal and Alberta governments over carbon taxes, resulting in a win for the Oil Sands Alliance. The Globe's Andrew Willis writes that the government granted Canadian Natural Resources, Cenovus Energy, Suncor Energy, Imperial Oil and ConocoPhillips breaks on future carbon-tax increases in exchange for funding the Pathways carbon capture project and increasing oil production. Ottawa and Alberta expect oil sands producers to revive dormant development efforts. Oil patch leaders must develop their Alberta holdings and increase bitumen exports via a new $35-billion-plus pipeline, likely funded by taxpayers. The oil patch pressure campaign that led to Monday's announcement included a decision in March by CNRL to hit pause on a planned $8.25-billion expansion of the Jackpine project in Northern Alberta. CNRL managers went public with a message that they downed tools at Jackpine over the lack of certainty around carbon taxes. In May, Cenovus chief Jon McKenzie criticized Ottawa's "myopic dialogue" on climate policy for the lack of approved or built greenfield oil sands projects since 2013.
