The Globe and Mail reports in its Saturday, May 23, edition that U.S. and Mexican officials will meet this week in Mexico City for the first formal round of USMCA talks, excluding Canada. The Globe's Mark Rendell and Steven Chase writes that stricter content rules will be implemented for various products, not just automobiles, with Canada and Mexico aligning to exclude Chinese and low-cost Asian parts from supply chains. "If you're going to get a special deal on trade with the United States of America, we want to make sure that there's U.S. content in that," U.S. Trade Representative Jamieson Greer said Friday. Key Canadian industries, like vehicle, auto parts and steel manufacturing, have expressed support for tighter rules of origin that determine the North American sourcing requirements for preferential tariff treatment. But in exchange they want Washington to drop, or lower, its sectoral tariffs, known as Section 232 tariffs. It's not clear how much this trade-off is on the table. Mr. Greer emphasizes the need to bring U.S. supply chains back to the Western Hemisphere, while President Trump promotes a narrower "Fortress America" approach, arguing that U.S. consumers shouldn't buy cars made in Canada and Mexico.
