The Globe and Mail reports in its Thursday, June 12, edition that the warm glow from Prime Minister Mark Carney and the premiers after their recent meeting indicates some progress on infrastructure development, yet it highlights a problem hindering productivity growth in Canada. The Globe's guest columnist Christopher Worswick writes that this issue revolves around the power that the PM is conceding to the provinces. His pursuit of consensus on new projects could delay crucial economic investments. Concerns about a hold-up problem are becoming evident in Canadian politics, particularly between Alberta and British Columbia over a proposed oil pipeline to the Northern B.C. coast. Alberta is willing to build the pipeline, but only if there is a guarantee it can reach tidewater for overseas shipping. Similarly, oil companies are hesitant to invest in expanded production unless the pipeline project progresses. It is concerning how we are backtracking from the constitutional allocation of power. On June 6 Mr. Carney claimed that Ottawa would not impose projects on any province. Mr. Carney is within his rights to do so, but addressing it publicly gives provinces a veto over major infrastructure.
